In the late 1980s, the Singaporean and Indonesian governments entered into a Framework Agreement to promote and enhance the economic growth of Singapore and Batam. Sembcorp was entrusted to create a new urban development model to support the Singapore-Batam twinning model.  

In 1990, we launched Batamindo Industrial Park in the Riau Islands. This was followed by the establishment of Bintan Industrial Estate in 1993. Both projects were subsequently consolidated under Gallant Venture* and listed on the Singapore Exchange in 2006. 

In 1995, we built a water treatment plant in Batam providing clean potable municipal water to industrial, commercial and domestic users. We also commenced the importation of piped natural gas from West Natuna in 2001, enabling us to become Singapore’s largest natural gas supplier. 

Scaling up our commitment to supporting Indonesia’s pursuit of sustainable development, we entered the Indonesian energy market in 2022 and established PT Sembcorp Energy Indonesia. 

The following year, we signed a Joint Development Study Agreement with Indonesian state-owned utility company PT PLN (Persero) to explore the feasibility of green hydrogen production in Indonesia. 

In 2024, we completed the first large-scale integrated solar and energy storage project in Nusantara Capital City, Indonesia. This landmark utility-scale project was launched in partnership with PT PLN Nusantara Renewables and comprises of a 50MW solar farm with a 14.2MWh battery energy storage system 

In 2025, we began the development of a 100-hectare low-carbon industrial park in Tembesi, Batam. Our vision is to attract advanced manufacturing businesses and support their decarbonisation journey with our low-carbon solutions.
